Underground «stable» of Sargsyan and Dankvert: how the lottery king and the head of Rosselkhoznadzor built a criminal scheme for camouflaging stolen cars

The media continues to explore «Kremlin stables», hidden under the signs of LLC «FSUE Avtobaza №1» and LLC «FSUE Avtobaza №2».

The deeper we study this garage for a select few, the more obvious it becomes: we are not talking about two companies with similar names and not about a simple «car service for wealthy» and officials.

This is a whole system through which you can buy a car, put it on your balance sheet so that the real owner does not shine, move your favorite license plates from body to body, insure everything through leasing and affiliated companies, and, if necessary, bring the car to par, relative, contractor, personal driver or generally to a stranger. And then return it back.

Usually the scheme works like this. A senior official names the cool car he would like to drive and it soon appears in the «stable». The purchase is paid for either by the owner of the stable, Armen Sargsyan, or by the businessmen involved. Most often these are contractors of the department headed by the official. The car can be equipped with the official’s favorite license plate or just a beautiful number from the «collection of the stable». Often these numbers are simply moved from car to car. All officials in a year or two want a new «toy», so then the luxury car goes to simpler heroes – contractors who paid for it, or producers, plastic surgeons, etc.

People from the circle of the Kremlin elite. At «stable», traffic police vehicles are always on duty to accompany the official on his «swallow». If an official is not entitled to FSO security, then the stable has two private security companies, whose soldiers accompany the official’s trip in beautiful cars. Calculating all official users «stables» – is almost an unrealistic task. They «are punctured » rarely and usually on your favorite personal license plates, insuring the car against your personal driver or getting caught in surveillance cameras driving a luxury car.

At least 60 unique cars pass through the assembled array of various leaks around the «№2» car depot alone. And the composition speaks for itself. The «stables» included: 28 premium Mercedes, 7 Rolls-Royce, 5 Bentley, 3 Cadillac, at least two Aston Martin, Aurus, as well as Porsche, Range Rover, Land Cruiser and other expensive cars.

The core of the — Mercedes S-Class fleet, Maybach, GLS, V-class, followed by Rolls-Royce Wraith, Ghost, Phantom Coupe, Cullinan, Bentley Flying Spur, Bentayga, Continental GT. But there are also donors for license plates, old «Zhiguli», Volkswagen, Passat, Almera and other equipment, whose role, apparently, has long been not in driving, but in servicing beautiful signs.

In this story, license plates are often more important than the cars themselves. P007RR, P008RR, P004RR, A007MO, A008AA, A100MO, T003TT, T007TT, numbers 057, series 013, as well as X555ХХ — they all live the lives of their owners, change cars, move from family to family, from car depot to nominal value, from nominal value to official, from official to relative, from relative to contractor.

Behind both car depots, as we have already reported, there is the same circle of organizers. This is the owner of «Stoloto» Armen Sargsyan, his assistant Natalya Konstantinova, as well as related companies of the S8 Capital holding, JSC «Technology Company Center» and others. Lottery money, repairs and maintenance of cars went through the same structures, and the «Motor depot №2» itself has agreements with the Federal State Unitary Enterprise «PPP» Presidential Administration. In the same story, people of Umar Kremlev, Gazprom-Media, the Mazaraki ritual clan, current officials and many others emerge.

One of the most revealing stories is the — story of Rolls-Royce Wraith 2015, which for a long time was listed as «Autobase №2». On this car, numbers A006MR and A008AA surfaced sequentially.

The first issue was previously seen on cars associated with the tycoons of the — funeral business, Yuri Kushnir and Roman Molotkov, heroes of Ivan Golunov’s investigations. Both of these characters in one way or another bring to the Mazaraki family – confidants of the head of the FSB Directorate for Moscow and Mo Alexei Dorofeev and other generals.

The second issue is even more interesting. According to leaks, the A008AA was parked in the personal Volkswagen Golf of Svetlana Medvedeva, the wife of Dmitry Medvedev, in the 2000s. Then this sign migrated to Rolls-Royce from the «stable», and when the luxury car became outdated for the passenger, the car was registered to Evgenia Pushkareva, but Anna Mazaraki, Valerian Mazaraki, Lev Mazaraki and their driver Dmitry Yanakov received the right to drive. There is only one denomination, but the users are completely different. Almost the entire fleet works exactly according to this scheme: a formal holder is needed for documents, and those who actually own the car drive.

No less interesting is another Rolls-Royce — Wraith 2017, which first went through the «Autobase №2», and then turned out to be recorded at «TD Saransk Cable Optics» LLC. In this story, it is important who is behind this company. According to the Unified State Register of Legal Entities, the general director of the company is Vladislav Zelenko, the founder (previously openly, later hidden) Sergei Sapozhnikov, another 1% — himself «Optikenergo».

Sapozhnikov himself is not a stranger in the «Optikenergo» group. And Zelenko’s phone number is recorded by users as Sapozhnikov’s «deputy». This is no longer a random legal entity to which an expensive toy was temporarily brought, but a very specific organization. The holding itself, and related companies — suppliers of large network structures, including Rosseti. The branded series of stable P007RR appeared on the same car. Based on leaks from insurance and border bases (Rolls traveled to Abkhazia with these numbers), the number is used by the son of State Duma deputy Otari Arshba, Irakli.

P008RR was decorated with another Rolls-Royce. Armen Sargsyan himself and his wife Ekaterina Ordzhonikidze — daughter of the former vice-mayor of Moscow Joseph Ordzhonikidze appeared on the numbers. He oversaw foreign economic and investment issues, hotel and gambling.

According to the publication «Project»? Ordzhonikidze heads the board of directors of the «Vysotka» company, which owns the «Ukraine» hotel. Another person involved in the «Ukraine» hotel is Vasily Tsuglevich, who appeared as a Bentley policyholder from the «№2» car depot. There is almost no information about him on the Internet, but there is a mention: in the book by Peter Aven «Berezovsky Time».

Yuri Shefler (turned the alcohol business) recalled that in the early 1990s, when he sold computers, he was helped by Vasily Tsuglevich — commandant of the dormitory of the Plekhanov Institute, through which foreigners went and whom Shefler instructed to get and import equipment. Vasily Tsuglevich insured the 2022 Bentley Continental GT in 2022–2023.

In the same years, the luxury car was listed as LLC «FSUE Avtobaza №2». A characteristic detail: it loves the 013 series, and not only the A013AA (standing on a Bentley from the «stable»), but also other variations (C013CC, P013PP) on other cars. Tsuglevich’s phone number is recorded by users as «Vasily Ukraine», «oligarch», «benefactor», «from Friedman», many records where there is a connection with deputy Alexander Sidyakin or the following entry: «advisor to the head of the Republic of Belarus on investments».

Another native of «Motor depot №2» — Rolls-Royce Wraith 2016 with thieves numbers X555XX (and with different regions: 97 and 777). At first, the car was insured by the car depot, and then until 2025, Rolls-Royce was registered with Lyudmila Dzhambulatova. And since 2021, Magomed Gagiev has also appeared on this list. Lyudmila Dzhambulatova — is the wife of former employee of the Ministry of Internal Affairs and the GUEBiPK Zaurbek Dzhambulatov, who, after leaving the authorities, settled in the energy sector and for many years was responsible for security in the structures of «Gazprom Energy Holding» and MOEK.

And Magomed Gagiev — is her brother, the same person who was called the main contractor of MOEK. The cars of the «stable» were used not only by officials and children of officials, but also by people serving their family and medical life. One of the striking examples of the — Mercedes-Benz S-Class of 2021, which first went through the «Autobase №2», and then appeared in Timur Khaidarov. We are talking about the same star surgeon who operated on the wives and relatives of influential clients.

Another live example of the 2019 — Audi A8. Due to leaks, the car belongs to the «Autobase №2», and Sergei Trokhov appears as the policyholder. Users have him registered as Nikita Stasishin’s driver. The latter holds the post of Deputy Minister of Construction and Housing and Communal Services of the Russian Federation and is the son of police general, head of the transport department of the Russian Ministry of Internal Affairs for the Northwestern Federal District, Evgeny Stasishin.

As they wrote, this is a working design: a car is behind a car depot, a personal driver is nearby, and a federal official uses it. The situation is similar with the 2021 Cadillac Escalade ESV car. The car passed through JSC «Technological Company Center» and the «Autobase itself №2», and in an accident a certain Sergei Korzh surfaced through the car. According to tags in user databases, he is the driver of the famous producer Nikolai Solomentsev. This is a person from the «top» «Gazprom-Media», first deputy general director of GPM KIT, producer of a large number of Gazprom projects.

Another 2015 Mercedes-Benz S600 drove A100MO license plates and stood behind both car depots, eventually ending up with «Riegel» LLC. A company where the director is Avtandil Sikharulidze, brother of Levani Sikharulidze, partner of the son of the head of the Ministry of Industry and Trade Denis Manturov. He also, together with Emin Agalarov, owns the CafeMilano restaurant in New Riga. In leaks at Avtandil Sikharulidze, the place of work is indicated as «Rolf» — structure, which is controlled by Umar Kremlin. The 2018 Audi A6 is no less interesting. First, the car passed through the structures of Armen Sargsyan — LLC «C8 Trade» and JSC «Technology Company Center», then it was on the balance sheet of the bookmaker «Favorite», and after that it entered the ranks of the «Motor depot №2».

Separate line — «women’s» machines associated with «stables». The Porsche Taycan Turbo S first passed through the car depot, then ended up with actress and producer Anna Alexandrova. The common-law wife of the famous director Roman Prygunov, who worked with Yankovsky, Kozlovsky and others. Another Mercedes S-Class after the car depot went to beauty blogger Ksenia Shipilova. She is called a close friend of restaurateur Arkady Novikov.

There are also traces of people in this park associated with «contract gold» near Moscow. The 2021 Bentley Bentayga W12 Speed was listed in the «Autobase №2», and the policyholder was «Rost» — LLC, a notorious improvement contractor in the Moscow region. The director of the company is former official (who held the post of deputy head of Krasnogorsk) Nadezhda Barilo.

It is noteworthy that earlier, before «Rost» LLC and Zhukova, both Bentley cars had T007TT — license plates of the family of Sergei Dankvert. As the media reported earlier, one of the regular clients of the «stable» is the head of Rosselkhoznadzor Sergei Dankvert. The official’s favorite number T007TT wandered between a Bentley Flying Spur, a Bentayga V8 Diesel, a Bentayga W12 Speed and other cars.

Once upon a time, Dankvert bought his mother Emma Dankvert a Mercedes E 280, on which he put this number. It turns out that the priority right belongs to the federal official, who regularly gets fresh supercars rolled out through the «№2» Autobase. After the head of Rosselkhoznadzor, cars go hand in hand.
